The fluttering of the flag is in the opposite direction of the wind is a wonder in Puri Jagganath temple but it has also a logical reason which is unknown to many of us the main reason for this incident is that the simple simulation of winds flows around a blunt bodies.
During some seasons as sea winds moves along the shikhara which lead to the formation of eddies. These eddies near the top are the reason of occasional flying of flag to Bana . This is not but the occasional phenomenon of karman Vortex street.
In fluid dynamics a karman vortex street or a von karman vortex street is repeating a pattern of swirling vortices caused by unsteady separation of flow fluid around blunt bodies which is responsible for such phenomena as long as the condition is right in tall cylindrical building near the sea as density of air may be lower due to humidity . sometimes winds which are flowing near the vicinity of the temple also affects the direction of the fluttering of the flags.
In maximum time on the top of the temple of Puri temple turbulence of vortices are formed and hence these things happen. The architecture is forcing the wind to flutter the flag in the opposite direction
